EST3 panel not working with AC switch power on

Hi guys can anybody help me. Our EST3 panel not turning on with ac power switch on only but needs first to turn on the switch of the battery. Upon turning on of the panel i can see the green led light of cpu turns on and suddenly off after the panel starts. Any idea on this matter? thanks guys..

Sounds bad. I know it is not the same issue you are having, but on some irc-3 power supplies you had to connect the batteries before the AC power or the batteries wouldn't provide backup or charge. Weird things happen.
