In SIGA-SB the port no 4 ( -ve in) and port no 7 ( -ve out ) are shorted or connected through a 47k resistance .
What is the specific function of this arrangement , please explain in details .

It's 1ohm, on each base the voltage drops slightly which helps to build the map in sequence.
