Devices won't program

Devices will not program (take an address). Always turn back red after download
Installed 2 SIGA-SDs and 2 CRs in different spots on the SLC Loop.
Committed expected (The only mismatch was the address.) and downloaded the card. Once the map finished (map fault and unprogrammed device.) uploaded the map again and they were all back to red.
Did this several times as I have had issues with SIGA-SDs taking the address on the first DL in the past. Same outcome.
Used a siga pro to set the addresses on all 4 devices. After uploading the map the SDs were yellow (sensitivity) and the CR's were white. I committed the expected on the SDs and downloaded. They all turned back to RED.

Removed them and tied them to the loop right off of the panel and only those 4 devices. Still RED.

Put 2 SIGA-PS and 2 additional CRs on the loop and they remained RED as well.

Anyone have any thoughts?

System does have SIGA2's on it.
