EST2 - Permission denied, on startup

when opening the EST2 app/SDU you will sometimes get a message

Network initialization failed.
Permission denied.
File: C:\PDOXURS.NET
Directory: c:\.

Delete C:\PDOXURS.NET

I got "Permission denied" when running a file. I checked the file permission and it already had the right to execute. Can anyone help me solve this issue?
