VS-CU Comminucator Issue

I hope someone has a resolution for this. We have a Vigilant VS-2. When you activate a pull station the alarm activates but goes into Comm fault. Once you silence or reset its clears the comm fault and sends the signal. If you activate a tamper or waterflow then activate any pull station the system works as designed. We cant figure out why when you just activate a pull station the signal wont go through without a precursor event. Any information is greatly appreciated.
