Ground Fault on Panel

What causes ground fault even when all the field connections are disconnected from the control panel?
The power supply grounding is properly done..

have you remove 24v auxillary outputs, network connection, rs232 connection, firetelephone riser output, etc? and still you have groundfault on your panel?

I did remove all the modules and the ground fault disappeared. But when I connect any of the two Amplifiers(ZA-40/70) in a cab7 panel the ground re-appears. I now guess its the Amp that are causing this ground fault
