EST 3 Panel alarms when there is power interuption. HELP

What exactly causes the EST panel to go into alarm when the power surges or dips? Is there something that can be done to stop this? It is a High School with 3 EST3 panels connected by fiber optic cab.Any split second loss of power puts the panel in alarm and sets off horns and strobes. Not good when the kids are testing for college.

I do not think it is the AC power that is powering the panels that is the problem.
so what is going into alarm, smokes? same panel? same SLC?
any generators?
it maybe just the old light ballast which is a will know problem will EST smokes.

what I would do, when no kids are in school I would hit the main breakers off/on until I found problem
tell everyone this is the only way to fix it and go to town.
