log into qs1 with prog cable thru rs232 retrieve starts and then stops before 50%.

try connecting to the power supply instead of the rj11 jack.
when I am having load problems this is the first thing I try.

also do a restart on the panel upload while it is restating

You can try to lower your baud rate communication to 4800 sometime it help
