I have had this problem with newer devices and found that the speaker and strobe circuits are swapped on a single device

On older systems with speakers the zone/circuit sometimes after being activated will go shorted for a short time and then restore to its normal state.
This is because older speaker used larger capacitors, all the caps need to discharge
The EST3 system can only be fix with the CC2A module, it will allow for a 5 second delay before looking for the EOL
