EST3 - what does the R1,R2,R3 mean?

Hi leo,
when i read the SDU help ,i found the words R1,R2 and R3. According to the SDU help, it tells me that the R1 is the first phase of the 3-phase reset cycle,and R2,R3 are the secnond and third phase of the 3-phase rest,I don't know what exactlly it means.
My question is what does the 3-phase reset cycle mean,and what is the difference between the order R1,R2,R3 and order reset ?How can i use it?

As per the EST3 Programming Manual P/N 370381.

R1 = Reset, Phase 1 (Power Down)
R2 = Reset, Phase 2 (Power Up & Settling Time)
R3 = Reset, Phase 3 (Device Restoration)

R1 drop power to 2-wire devices.
R2 restore power to 2-wire devices and reconcile system time.
R3 looks for all the device restorations from the reset.
