Virtual inputs:
Virtual inputs can be made to go into Alarm or Trouble
Which can then be treated like any other input into FireWorks.
Make a Virtual Input:
within System Builder go to any Card and right click-New Device.
I use Panel 0, Card 0 then pick the Device, I use device 200 to start with.
Now give it a label/description, this is what the operator will see.

Making the Command file for the Virtual input:
Right click the Virtual input- New Command
This will bring you to the (Command Browser)
You will need to make Two Commands, one to Activate and one to restore the Virtual input.
ie.
ON - Bldg1 Strobe circuit 2.3.372
OFF - Bldg1 Strobe circuit 2.3.372
Command can have more then one device assigned to it, but that is not what you want to do with Virtual inputs.
Now:
Making the Virtual Input go into Alarm:
You will need to pick an input substate that annunciates to Fireworks
You will need to do it for both states of the input ie. activate/restore
Relay Confirmation - activate (will not work because it does not annunciates into fireworks)
Right click device substate -> edit properties -> commands -> add -> drag command

Commands can be activated via inputs or TSA's (TSA type Command)
Commands can:
enable/disable an INPUT
enable/disable Activate/Restore (turn output on/off) an OUTPUT
Activate/Restore (make virtual input go in/out of trouble or alarm) an VIRTUAL INPUT
