Timezones do NOT apply

I have a WinPAK system with N1000 Panels and I'm trying to apply a timezone to doors to keep them open during certain hours. We already have one door with a timezone that stays open and I want to do the same to other doors.
I managed to find where to set the timezone to the outputs but the changes do not take effect. How do I sync settings to the panels?
There are scheduled tasks to update date/time, cards (although cards seem to update immediately when we add new cards), and I added a task to update holidays. But don't see anything to update timezones?
